NOTICE OF MEETING
COMOX STRATHCONA SOLID WASTE ADVANCED TECHNOLOGY SELECT COMMITTEE


Friday, February 22, 2019
Boardroom, 550B Comox Road, Courtenay, BC commencing at 1:30 pm.

The purpose of this meeting is for committee members to consider the matters included on the agenda below. The chair of the committee will preside over the meeting according to the CVRD procedure bylaw. This meeting is not meant for general public input. If members of the public wish to speak at a meeting, they should contact the CVRD legislative services department to request to appear as a delegation.

In the event of an emergency the public gathering place is the parking lot outside the boardroom.

A. REPORTS:
1) SOLID WASTE ADVANCED TECHNOLOGY (SWAT) SELECT COMMITTEE – TERMS OF REFERENCE
 
Discussion to be held regarding the the terms of reference for the Comox Strathcona Solid Waste Advanced Technology Select Committee. To support this discussion, staff will provide a presentation regarding the Solid Waste Management Plan and related service details.
 
Note: At the February 1, 2019 meeting, the committee resolved to schedule a strategy session to further discuss potential amendments to the terms of reference. The updated terms of reference is attached which includes the specified voting procedures as resolved by the Comox Valley Regional District (Comox Strathcona Waste Management) Board at the February 7, 2019 meeting.
 
It is further noted that at the February 7, 2019 meeting, the board also approved the following resolution for a performance monitoring program for the advanced technology facility in Chester, Nova Scotia:

"THAT the Comox Valley Regional District (Comox Strathcona Waste Management) Board endorse the performance monitoring program as presented in the report titled “Performance Monitoring of Waste Management Technology – Chester, Nova Scotia,” dated January 28, 2019, for a period of one year after successful start-up;

AND FURTHER THAT the Board approach the Cowichan Valley Regional District and the Nanaimo Regional District to request sharing of the costs and information related to performance monitoring."
