Vice-Chair Hamir will serve as the presiding member for this meeting. This meeting may include participation by members of the board via electronic communication.

In response to the COVID-19 pandemic and in accordance with Ministerial Order 192, public in-person attendance is not permitted. Report dated June 7, 2021 regarding an inter-governmental earth week challenge in 2022 to challenge all other communities within the Association of Vancouver Island Coastal Communities (AVICC) to mobilize their communities to clean up illegally dumped waste during earth week for receipt. [Item

Recommendation:
 
THAT the Comox Strathcona Waste Management (CSWM) service initiate an inter-governmental earth week challenge for 2022 to the Association of Vancouver Island Coastal Community network to create awareness and mobilize the community to clean-up waste;

AND FINALLY THAT the CSWM service request each participating community to contribute $100 towards prize money.

3) CVWMC CELL 2 BUDGET AMENDMENT

Recommendation:
 
THAT the 2021-2025 financial plan and capital expenditure program for the Comox Strathcona Waste Management service, functions 391-393, be amended by adjusting the planned solid waste infrastructure expenditures in 2021 and 2022 for the Comox Valley Waste Management Centre new engineered landfill – Cell 2 (#1050) project by increasing 2021 by $1,000,000 and decreasing 2022 by an equivalent amount;

AND FURTHER THAT the project be funded by an equivalent increase in 2021, and decrease in 2022, in the transfer from the capital works reserve for the service.

8) QUADRA COMMUNITY ENGAGEMENT AND RECYCLING TRANSITION
 
Report dated June 10, 2021 regarding a communications plan to engage the local community on upgrading the existing Quadra Island recycling depot to a Recycle BC depot and hosting an Extended Producer Responsibility clean up on Quadra Island for receipt. [Item

Recommendation:
 
THAT staff conduct two engagement sessions with the residents on Quadra Island to gauge the interest of converting the existing recycling depot to a Recycle BC depot and expanding recycling opportunities;

AND FURTHER THAT the board support an Extended Producer Responsibility clean up on Quadra Island in September 2021 for materials such as batteries, light bulbs, ballasts, small and large appliances, scrap metal, paint, household hazardous waste and electronics.

9) NATIONAL DAY FOR TRUTH AND RECONCILIATION STATUTORY HOLIDAY - OPERATIONAL CONSIDERATIONS

Recommendation:
 
THAT the Comox Valley Waste Management Centre and Campbell River Waste Management Centre remain open to the public on September 30, 2021 in consideration of the limited time to adjust and the critical nature of the waste management service;

AND FURTHER THAT a consultative approach for future National Day for Truth and Reconciliation will be undertaken with the aim of either full facility closure or modification of service, in line with the statutory holiday closures that came into effect January 1, 2021.
